Fire engulfs Dubai hotel near world's tallest building

DUBAI- Fire engulfed a 63-storey skyscraper in downtown Dubai on Thursday night, but there appeared to be no injuries, a civil defense official said.
Large tongues of flame shooting skywards enveloped the luxury hotel and residential block, which lies across a plaza from the world's tallest building, the Burj Khalifa, where people were gathering for a spectacular fireworks display due to mark the start of the New Year.
"There are no injuries, thank God," Major General Rashed al-Matrushi, general director of the Dubai Civil Defence, told the pan-Arab television channel Al Arabiya. He said the festivities would go ahead despite the fire, saying:
"Of course, it will not affect the celebration."


The Dubai government's media office tweeted that civil defense teams were working to evacuate the 300-metre hotel and tackle the fire.
It said the blaze had started on the 20th floor, on the outside of the tower, and that internal fire-fighting systems were operating to try to prevent it getting inside the hotel. Four fire brigade teams were at the site.
Dubai is a trade, tourism and investment hub for the Gulf region, and is one of seven emirates that make up the United Arab Emirates (UAE).Every year, Dubai stages one of the world's most spectacular fireworks displays from the 160-storey Burj, which opened in 2010 and stands almost 830 meters (2,722 feet) tall.


BUHARI'S NEW YEAR MESSAGE TO THE NATION

Fellow Citizens,

Welcome to the beginning of a New Year of the continuation of CHANGE in our beloved nation.

I am aware that Nigerians have experienced a number of significant hardships over the past months. Living in the State House has not alienated me from your daily sufferings. I am aware of the lengthy queues at fuel stations and of the difficulties businesses have faced in acquiring foreign exchange. These challenges are only temporary; we are working to make things better.
When I presented myself to you as a presidential candidate and asked you to vote for me, I wanted to be a leader who keeps his promises. I wanted to be a leader who restores the people's hope in those elected to serve them. I wanted to be a leader who initiates positive and enduring CHANGE.
I am still totally committed to being that kind of leader. Unforeseen circumstances and other distractions notwithstanding, I shall still do my utmost best to keep every promise I made to Nigerians during my election campaign.
In the past seven months since our inauguration on May 29, 2015, my administration has focused on laying the right foundation for the CHANGE you voted for during our historic presidential election.
Nigerians will in due course begin to enjoy the fruits of all our ongoing work. The effective and efficient implementation of our 2016 budget proposals will address many of the socio-economic issues that are of current concern to our people.
One area in which Nigerians, especially those in the northeast, have already begun to experience major CHANGE is in the war on terror.
I commend our Armed Forces for significantly curtailing the insurgency which has ravaged the northeast of Nigeria over the past few years.
However, there is still a lot of work to be done in the area of security. Our Armed Forces will maintain, consolidate and build on their successes in the war against Boko Haram and violent extremism.
This government will not consider the matter concluded until the terrorists have been completely routed and normalcy restored to all parts of the country that have been adversely affected by the Boko Haram insurgency.
Our crackdown on corruption will continue to be vigorously undertaken. I urge the courts to support our efforts and help in the recovery of stolen funds by speedily concluding trials and showing that impunity no longer has a place in our country.
There is much work to do in other areas as well and I have charged all my ministers and other appointees to ensure that Nigerians experience positive changes in their lives in 2016.We must reduce our country's reliance on oil. We must diversify our economy. And we must do all we can to promote job creation.
Our challenges are many but our determination to succeed is strong and unshaken.
So too is our confidence in God.

Buhari ready to negotiate with Boko Haram for return of girls"

Nigeria's government still is open to negotiating with Boko Haram extremists for the release of 209 schoolgirls kidnapped in April 2014, President Muhammadu Buhari said on Wednesday.
He said they are ready to negotiate without preconditions but only if they can identify a credible leadership. Other attempts under the previous administration failed because officials apparently were talking to the wrong people in the fragmented group.
Hundreds of captives have been freed in recent months as Nigeria's military has driven the Islamic extremists into a northeastern forest enclave. But none of the girls abducted from a school in Chibok town was among them.


There is "no firm intelligence on where those girls are physically located and what condition they are in," Mr Buhari said in a nationally televised press conference but "I assure you that the cause of the Chibok girls is on our minds.
"Some Chibok leaders suggested last week that Buhari had "forgotten" their girls because he announced that Nigeria's military has "technically won the war" against Boko Haram. They noted that Nigeria's leader of seven months had said in the past that the war would not be won until the Chibok girls were rescued.
Boko Haram has kidnapped thousands of people and the military said two weeks ago it had intelligence that the extremists were planning another mass abduction.
The Chibok kidnappings brought international condemnation of Boko Haram and former President Goodluck Jonathan's government and military for failing to save them.
In an apparent response to the announcement of their defeat, the insurgents attacked the biggest city in the northeast, Maiduguri, with rocket-propelled grenades and multiple suicide bombings that killed about 50 people, and a double suicide bombing that killed 30 in a town 100 miles away over Sunday and Monday.

Bill Cosby charged with sexual assault

Bill Cosby was charged Wednesday with sexually assaulting a woman at his home 12 years ago - the first criminal charges brought against the comedian out of the torrent of allegations that destroyed his good-guy image as America's Dad.
The case sets the stage for perhaps the biggest Hollywood celebrity trial of the mobile-all-the-time era and could send the78-year-old Cosby to prison in the twilight of his life and barrier-breaking career.
In bringing the case, Montgomery County District Attorney Risa Vetri Ferman overruled her predecessor, who declined to charge Cosby in 2005 when Temple University employee Andrea Const and first told police that the comic drugged and violated herby putting his hands down her pants at his mansion in suburban Philadelphia.


Cosby was charged with aggravated indecent assault and was to be arraigned in the afternoon. The TV star acknowledged under oath a decade ago that he had sexual contact with Const and but said it was consensual.
The charges were announced just days before the 12-year statute of limitations for bringing charges was set to run out. Prosecutors reopened the case over the summer as damaging testimony was unsealed in Con stand's related civil lawsuit against Cosby and as dozens of other women came forward with similar accusations that made a mockery of his image as the wise and understanding  Dr. Cliff Huxtable from TV's "The Cosby Show."Many of those alleged assaults date back decades, and the statute of limitations for bringing charges has expired in nearly every case.
Cosby sues sex assault accusers const and, who is now 42 and works as a massage therapist in her native Canada, is ready to face Cosby in court, her attorney, Dolores Troiani, said this fall."She's a very strong lady," Troiani said. "She'll do whatever they request of her."The charges add to the towering list of legal problems facing the actor, including defamation and sex-abuse lawsuits filed in Boston,Los Angeles and Pennsylvania.
Cosby in 1965 became the first black actor to land a leading role in a network drama, "I Spy," and he went on to earn three straight Emmys. Over the next three decades, the Philadelphia-born comic created TV's animated "Fat Albert" and the top-rated "Cosby Show," the 1980s sitcom celebrated as groundbreaking television for its depiction of a warm and loving family headed by two black professionals - one a lawyer, the other a doctor.

He was a fatherly figure off camera as well, serving as a public moralist and public scold, urging young people to pull up their saggy pants and start acting responsibly. Constand, who worked for the women's basketball team at Temple,where Cosby was a trustee and proud alumnus, said she was assaulted after going to his home in January 2004 for some career advice.
Then-District Attorney Bruce Castor declined to charge Cosby, saying at the time that both the TV star and his accuser could be portrayed in "a less than flattering light." This year, Castor said the allegations in Constand's lawsuit were more serious than the account she gave police, and if that information had been known at the time, "we might have been able to make a case."Castor tried to make a comeback as district attorney in the November election but lost to Ferman's top deputy.
After the criminal case went nowhere, Constand settled her lawsuit against Cosby in 2006 on confidential terms. Her allegations and similar ones from other women in the years that followed did not receive wide attention but exploded into view in late 2014, first online, then in the wider media, after comedian Hannibal Buress mocked Cosby as a hypocrite and called him a rapist during a standup routine. That opened the floodgates on even more allegations.
Women mostly from the world of modeling, acting or other entertainment fields came forward and described being offered a drink by Cosby and waking up to find they had apparently been sexually assaulted. Cosby, through his representatives, accused some of the women of trying to extract money from him or get ahead in show business.
Earlier this year, The Associated Press persuaded a judge to unseal documents from the Constand lawsuit, and they showed the long-married Cosby acknowledging a string of affairs and sexual encounters. Cosby testified that he obtained quaaludes in the 1970s to give to women he wanted to have sex with. He denied giving women drugs without their knowledge and said he had used the now-banned sedative "the same as a person would say, 'Have a drink.'"In the deposition, Cosby said he put his hands down Constand's pants that night and fondled her, taking her silence as a green light.
Constand maintains she was semi-conscious after he gave her pills he said would relax her."I don't hear her say anything. And I don't feel her say anything. And so I continue and I go into the area that is somewhere between permission and rejection. I am not stopped," Cosby testified.
He said Constand was not upset when she left that night. She went to police a year later. Her lawyer has said Constand is gay and was dating a woman around the time she met Cosby in the early 2000s.The AP generally does not identify people who say they have been sexually assaulted unless they agree to have their names published, as Constand has done. Laurie Levenson, a criminal law professor at Loyola Law School in Los Angeles, said Cosby no longer enjoys the celebrity appeal that might sway a jury."His reputation has already been tarnished, so I doubt that jurors would be inclined to believe him just because of his prior image," she said in September. She said the judge in the case will have to decide whether to allow other accusers to testify or whether that would be too prejudicial.
Earlier this month,Cosby sued seven women who accused him of sexual assault. In July,35 of the women who have accused Cosby of drugging or sexually assaulting them -- or both - detailed their stories to New York Magazine.


Radio Biafra Director Kanu apologises to Buhari, Jonathan, Igbo elders

THE leader of the Indigenous People of Biafra and founder of Radio Biafra, Nnamdi Kanu, has expressed regret for referring to President Muhammadu Buhari as a terrorist, evil and a paedophile in his radio broadcasts.
Kanu, who has been charged along with two others by the Federal Government before a Federal High Court in Abuja on six counts of treason and other ancillary offences, said he intended to write a private letter to Buhari to express his apology to the President.
He also apologised to former President Goodluck Jonathan and Igbo elders for “some uncomplimentary things” he said about them.
The 48-year-old pro-Biafran agitation leader, who is, however, unapologetic about his demand for a Republic of Biafra, has been in the custody of the Department of State Services since his arrest in Lagos on October 14, 2015.He tendered the apology for his comment against Buhari and others in a statement which he made to the DSS on October 23.
The prosecution, in its summary of the case, alleged that in one of the radio broadcasts by Kanu on August 1, 2015, he expressed his resolve to actualise the Republic of Biafra and “cast aspersions on the person and the office of the President of the Federal Republic of Nigeria”.
The statement read in part, “Reference to the President of the Federal Republic of Nigeria as a terrorist, evil and a paedophile is regrettable and uncalled for and for that, I unreservedly apologise and will be doing so in a private letter to the President.“Before PMB (President Muhammadu Buhari) there was the administration of Goodluck Jonathan.
I also said uncomplimentary things about him and Igbo elders as well, which I now recognise should not have happened because it is un-African to be rude or insolent to elders.“All I was trying to do is to draw attention to the problems afflicting society and something done about them.”Kanu, who described himself as a Nigerian and a British citizen, justified his agitation for a Biafra Republic.
He said IPOB’s secessionist agenda was informed by the “incessant hardship, lack of holistic development in the socio-economic landscape of Nigeria, lack of youth employment, corruption in high offices and economic regression.”He added that the agitation by IPOB, which, according to him, was founded in London in 2012 by a group of people from the South-South and South-East regions of the country, was in line with the United Nations Charter on the Rights of Indigenous Peoples ratified by African countries, including Nigeria.
In contrast to the counts of managing and assisting in the management of an unlawful society preferred against Kanu and two others, The Radio Biafra founder stated that IPOB, which the prosecution described as unlawful, was registered with the UN to pursue the rights of the people of Biafra.
He stated, “I can confirm that I, Nnamdi Kanu, is the leader of Indigenous People of Biafra worldwide as a legitimately and duly registered body at the United Nations pursuing the rights of a specific indigenous people, in this case, Biafra, to seek self determination according to the said charter.“The reason for the formation of the Indigenous People of Biafra is to avail those referring to themselves as Biafrans the opportunity made available as a result of the United Nations declaration to seek the peaceful rebirth of Biafra in line with international law.”
Kanu, who is a son of a traditional ruler in Abia State, Sir I.O. Kanu, said he operated radio Biafra, whose programmes “are designed to wake up the public from its slumber and address the issues of the time” because of his belief in free speech and freedom of expression.
He explained that the intended Biafra Republic comprised Enugu, Ebonyi, Abia, Imo, Anambra, Cross River, Akwa Ibom, Rivers, Bayelsa and Delta states as well the Igbanke part of Edo State; Igala part of Kogi State and Idoma/Igede part of Edo State.
Apart from Kanu, one of the two other defendants in the six counts filed by the Federal Government is a Field Maintenance Engineer, David Nwawuisi, charged with the responsibility of maintaining MTN masts in Enugu State.
The other defendant, Benjamin Madubugwu, was said to be living in the Ubilisiuzo, Ihiala Local Government Area of Anambra State, where he allegedly received custody of a container, housing transmitters, from Kanu.
On December 23 during the accused persons’ appearance in court for their scheduled arraignment, Kanu refused to take his plea due to what he called his lack of confidence in the presiding judge, Justice Ahmed Mohammed.
The judge promptly returned the case file to the Chief Judge of the Federal High Court, Justice Ibrahim Auta, for reassignment to another judge and the three accused persons were returned to the custody of the Department of State Services.
The fresh charges were filed against the three men barely 24 hours after Justice Adeniyi Ademola, in a ruling on Kanu’s bail application on December 17, ordered his unconditional release from DSS custody having been detained for about two months without any valid charges filed against him.
The PUNCH had reported that the Federal Government had alleged that transmitters for radio Biafra, spreading secessionist agenda for carving out Biafra region from Nigeria, were found to be installed on MTN masts in Enugu and Anambra states between April and May 2015.
No new date has been fixed for the arraignment of the accused persons.

DIETING:Tips to Maintaining/improving body shape


So many ladies and guys love to have a perfect body shape, this tips will help you understand factors responsible for weight gain, pot belly, wrinkles and thus profer solutions to maintaining a perfect body shape.
Aside genetic factors, the body can be shaped into desired sizes: This is why improved biceps and 6 packs are easily achieved if desired. However, we must understand the following:

* DIETING- we get the concept of dieting so wrong. Dieting is simply the act and or art of restricting the intake of certain food/drink. You can be placed on a special diet to add weight or lose weight. Dieting is totally different from starving. When dieting, you must not skip your meal. When you skip your meal you are starving!

* EXERCISE This is an activity aimed at making d body anatomy ( most especially the muscles and bones) to keep fit. Exercise contributes less than 20% in weight lost but help in a well physique fitness.

1. EATING TIME- It may surprise you to know that 65% of pot belly comes as a result of late night eating. Other factors for pot belly includes: sickness, Hereditary, improper tommy care after child delivery most especially C/S.
The best formula for daily eating time is:  7-1-7
The 7-1-7 means you take your breakfast on or before 7:00am, your lunch shud be taken between the hours of 12:30pm-1:00pm and your supper should be between the hours of 6:30pm-7:00pm. The major problem with eating time factor is the supper. In Africa, so many homes have their supper as late as 10:30pm and will immediately go to bed after eating. Children who don't late night foods have better physique and sleeps better.
To reduce potbelly, eating time rules must be adhere to.

2. EATING HABITS- The habit of eating in-betweens is another major factor for over weight or lost of good body shape. When you have your breakfast at about 7am and a friend takes you out at about 11:00am, eating heavy meal at that time is detrimental to dieting or maintaining a good body shape. Snack and junk food should be resisted on a daily basis if a good body shape is desired. If famished, it is advisable to take fluids ( not carbonated drinks) to kill d hunger.

3. EATING CULTURE- unfortunately in Africa, the traditional eating culture is totally against the rule for proper dieting. Breakfast are expected to be rich and balanced but we often skip breakfast and make emphasis on supper. There is a general eating adage that says " Eat your breakfast like a king, your lunch like an average and your supper like a pauper ". Most of the African meal for supper are starchy and carbohydrate foods.

* if  dieting for weight lose, do not eat carbohydrate foods at late nights meals.
* Do away with beer/carbonated drinks at late nights

Blatter gives up on FIFA

ZURICH(Reuters) -
Banned FIFA president Sepp Blatter feels "abandoned" by the global soccer body and will now focus on clearing his name, the 79-year-old Swiss told German magazine Bunte.
FIFA's watchdog last week banned Blatter and UEFA boss Michel Platini for eight years for ethics violations. Both men immediately denied any wrongdoing and said they would appeal to the Swiss-based Court of Arbitration for Sport."I now no longer fight for FIFA,"
Blatter, who led soccer's governing body for 17 years, said according to a preview of an interview with Bunte. "They abandoned me. I am now only fighting for myself and my honor."Blatter had come out swinging against the ban, holding a news conference to tell reporters that he was sorry only that the president of FIFA was being treated as a "punching ball", adding: "I will fight for me and I will fight for FIFA."He told Bunte that he was re-energized by the "false claims" against him. "After Christmas I will start to fight back," Blatter said.
The inquiry by FIFA's ethics committee began after the Swiss attorney general's office opened criminal proceedings against Blatter over a 2 million Swiss franc ($2.03 million) payment to Platini in 2011.Switzerland's prosecutor is also investigating FIFA's award of the 2018 and 2022 World Cup finals to Russia and to Qatar, a small, wealthy desert country with no real soccer tradition.
The ethics committee said it had not found evidence that the payment, made at a time when Blatter was seeking re-election, constituted a bribe, which meant the men were spared potential lifetime bans.
In the United States, prosecutors have indicted 27 current or former soccer officials over allegations that they ran bribery schemes connected to the sale of television rights for soccer competitions.. These include eight former FIFA Executive Committee members and the current heads of both the North and South American federations.


Confession of an arrested Female suicide bomber

The Nigerian Army has arrested a female suicide bomber and has given an update on the most recent suicide attacks in Adamawa and Borno states.
An update about the sad turn of events in the two states were given by Colonel Sani Kukasheka Usman, the acting director army public relations.

At about 8.00am two suspected female suicide bombers detonated themselves at Madagali Market in Adamawa State in which 17 people were killed and 44 others suffered various degrees of injuries.”Similarly, the General Officer Commanding (GOC) 7 Division, Major General Lamidi Adeosun, has shed more light on the suicide bombings in Maiduguri, Borno State in which 26 people were killed while 85 others were injured on Monday morning at a news briefing. It should be recalled that 14 female suicide bombers attempted to attack Maiduguri, Borno state capital on Sunday but were repelled by gallant troops.

”He revealed that teenage female suicide bombers tried to force themselves into Maiduguri with the intent carrying out massive and coordinated suicide attacks using 4 different routes into the city; Asuwari, Mulai Kura, Baderi village Nine Damboa Road and Jameri village. They were however intercepted by the troops. Unfortunately 3 of them detonated their Improvised Explosive Devices (IEDs) at various places Monday morning killing 26 Persons and injuring 85 others.

It should be noted that out of the 14 suicide bombers 7 were gunned down by the troops not 10 as earlier reported while 3 of them escaped in the ensuing confusion. Sadly, the escaped terrorists detonated their IEDs in 2 separate locations. One of them went to a house requesting for a kettle of water to perform ablution but blew herself close to a Mosque killing herself and one person, while 13 others sustained injuries. While the other detonated her bomb at Baderi general area. However, one of them, Fatima Babagapchia, was apprehended during the operation.
”The GOC praised the gallantry of the troops for being vigilant at all time. He commended the troops courage by eliminating the suicide bombers and arresting some of them, which he believes have averted what would have been a major disaster if they had gain entry into the town. Speaking to newsmen during an interview, the suspected suicide bomber Fatima said she lives with her parents in Bullunkutu Abuja, in Maiduguri before abducted with 6 other females in Monguno town. She admitted that being a divorced mother of a baby girl, she was never involved in terror activities since her abduction last year. She further said, Boko Haram terrorists took her along with others 5 females in a vehicle through unknown routes before arriving the outskirt of Maiduguri where she managed to escape and passed the night in a nearby village.”


How We Prevented 14 Female Suicide Bombers From Entering Maiduguri– Army

Theatre Commander, Operation Lafiya Dole, Major General Yushau Abubakar yesterday said that troops under his command were able to gun down 14 female suicide bombers during the Sunday’s attack on Maiduguri, the state capital.
General Abubakar said Maiduguri would have witnessed another major disaster had the 14 female suicide bombers found their ways into the heart of the city.
Addressing journalists at the Operation Lafiya Dole media centre in Maiduguri, the theatre commander, Major General Abubakar, who was represented by the
General Officer Commanding (GOC), Major General Lamidi Adeosun, said: “The female suicide bombers of ages between 12 and 18 tried to force their ways into Maiduguri with the intent of causing mayhem, confusion and panic but were intercepted by the troops of Nigerian Army on patrol”.
But unfortunately three of the suicide bombers detonated the IEDs killing 25 persons, while 85 others were injured.”Major General Lamidi Adeosun, who is the GOC 7 Division Maiduguri, said: “The terrorists intended to carry out massive and coordinated suicide missions through Asmari, Damboa check point, Ali Dawari, Molai Kura, Baderi, Jumari villages all at the outskirts of Maidugri.”
The commander said: “Some of the suicide bombers were gunned down by our troops, three escaped and one arrested which I believe they have averted what would have been a major disaster if they had gained entrance into Maiduguri.“One of them went to a nearby house and requested for water to perform ablution but instead prepared herself and came to a nearby mosque and blew off herself killing one person while 13 others were injured.”General Abubakar said the insurgents’ capacity to attack has been degraded “that was why they were bent on attacking soft targets”.He appealed to the general public to always be vigilant and report any suspicious movement to the security outfits nearby.
Meanwhile, last night, Boko Haram fighters stormed Maiduguri with the intention to attack but were repelled by soldiers. The insurgents who came with trucks loaded with female suicide bombers were able to sneak some of them into the city while they were being engaged by soldiers.
The insurgents had yesterday at about 7:30am resumed attack on the city through the female suicide bombers mostly young girls.
The first attack was on a group of people sitting outside a mosque located behind the Maiduguri Federal High Court Complex near Jiddari Polo.
Residents of Buraburin, where the attack was carried out said a female suicide bomber approached the gathering outside the mosque and simply detonated her self, killing about 20 persons, injuring many others.
Borno State governor, Kashim Shettima had yesterday visited the injured victims of the attacks in two different hospitals where he commiserated with them. Chief Medical Director (CMD) of State Specialists Hospital, Dr. Salisu Kwaya Bura, and the CMD of Umaru Shehu Ultra Modern Hospital, Dr. Laraba Bello   had while briefing Governor Kashim Shettima on the state of patients at the hospitals , said that 32 bodies were deposited in hospital morgue, while 85 injured people were admitted yesterday with nine patients referred to University of Maiduguri Teaching Hospital for further treatments for burns and multiple fractures.
At the Umaru Shehu Hospital, Dr. Bura also said that 39 injured persons were brought in yesterday, with one pregnant woman giving up the ghost in the early hours of yesterday. ”Governor Shettima, who spoke in grief said the attack should further challenge the citizens to be more vigilant.“We will urge our people to be extra vigilant and to report all suspicious movements to the nearest military formations”, said Shettima .“Our head is bloody but remains unbowed. We believe that the worst is over and by God’s willing, we shall strive to give hope to the hopeless; and a cause of joy to the down trodden.“That will not deter us; we will continue to preach for peace, dialogue, tolerance and understanding. But these lunatics by the grace of God, their days are numbered. They can inflict pains on us certainly, but our spirit remains high.”17 Dead, 41 Injured In Madagali Suicide Bomb Attack – Adamawa Govt Adamawa State government has confirmed the death of 17 people while 41 others sustained varying degree of injuries in the latest suicide bomb attack on Madagali Local Government of the state.
Making the disclosure, Adamawa State Commissioner of Information Comrade Ahmad Sajoh noted that the number of casualties was arrived at after consultations with various stakeholders including community leaders, humanitarian workers and security operatives in the area.
He noted that the injured victims have been taken to various hospitals in Borno and Adamawa states with the worst injured victims taken to the Federal Medical Center Yola. Sajoh noted that the state government has taken responsibility of footing the cost of treating the victims of the bomb blast just as he said the government is assessing the situation to chart better measures in securing border communities.
Sajoh added that the government would enhance public enlightenment campaigns in the state so as to sensitize the people in order to be extra vigilant urging the general public to be more conscious of their environment and report suspicious movements and persons to the security operatives.
He noted that normalcy has since returned to Madagali after the unfortunate incident as government is collaborating with security agencies to ensure a water tight security across all the vulnerable border communities and by extension every nook and cranny of the State.
Meanwhile, Adamawa State Emergency Management Agency (ADSEMA), has confirmed the death of 17 persons in Monday’s twin suicide bomb attack in Madagali town.
The Executive Secretary of ADSEMA, Mallam Haruna Furo, who made the confirmation, told the News Agency of Nigeria (NAN) on Monday in Yola that 41 people sustained injuries.

Budget Deficit: Saudi plans spending cuts, reforms to shrink.

Saudi Arabia, its finances hit by low oil prices, announced plans to shrink a record state budget deficit with spending cuts, reforms to energy subsidies and a drive to raise revenues from taxes and privatization.
The 2016 budget, released by the Finance Ministry on Monday, marked the biggest shake-up to economic policy in the world's top crude exporter for over a decade, and includes politically sensitive reforms from which authorities previously shied away.
The plan suggests the kingdom is not counting on a major recovery of oil prices any time soon but is instead preparing for a multi-year period of cheap oil. The International Monetary Fund warned in October that Riyadh would run out of money within five years if it did not tighten its belt."Our economy has the potential to meet challenges," King Salman said in a speech, adding the 2016 budget launched a phase in which his kingdom would diversify its revenues.
The government ran a deficit of 367 billion riyals ($97.9 billion) or 15 percent of gross domestic product in 2015, officials said. The 2016 budget plan aims to cut that to 326 billion riyals, reducing pressure on Riyadh to pay its bills by liquidating assets held abroad and issuing bonds.
Next year's budget projects spending of 840 billion riyals, down from 975 billion riyals actually spent this year. The ministry said it would review government projects to make them more efficient and ensure they were necessary and affordable.
Revenues next year are forecast at 514 billion riyals, down from 608 billion riyals in 2015, when oil revenues accounted for 73 percent of the total. The Brent oil price averaged about$54 a barrel this year but is now around $37.The success or failure of the budget plan will be key to maintaining the confidence of financial markets in Riyadh.
As the deficit has swelled, the riyal has dropped in the forwards market to its lowest since 1999 because of fears Riyadh may eventually have to abandon its peg to the U.S. dollar.


Kaduna APC suspends Shehu Sani

The All Progressives Congress (APC), Tudun Wada North ward 6 of Kaduna State has suspended Senator Shehu Sani from the party, accusing him of being disloyal to the party and the state Governor Nasir El-Rufai.The letter of suspension dated December 27, 2015, was made available to newsmen on Monday and it was signed by the ward Secretary of the APC, Ahmed Abudulhamid.The letter also accused Senator Sani of factionalising the party in the state.The letter also added that the anti-party activities are so pronounced especially criticising the Governor, Mallam Nasir El-Rufai.“A week hardly passes by without his group going on the air, criticising and challenging the enduring legacies of Mallam Nasir El-Rufai.“That his statement on national issues is not in conformity with that of the state governor and Government of Kaduna State.“That he has remained consistently in confrontation with the good policies of the Government of Kaduna State and considering it anti people’s policy.“In view of the foregoing, we have unanimously agreed that Senator Sani, representing ward six, should be suspended for the period of 11 months and that henceforth, he is disengaged in partaking or attending party activities in Kaduna State subject to other punitive measures respectively,” the letter stressed.However, Senator Sani’s spokesman on politics, Suleiman Ahmed said, “The writers of the letter are ignorant of the constitution of the party. The letter will not deter Senator Sani from challenging governor El-Rufai over any policy that is anti-people.”It will be recalled that Senator Sani and Governor El-Rufai had engaged each other in war of words over what Sani described as El-Rufai’s anti-people policies, particularly the demolition of alleged illegal houses in the state, while the state governor had viewed his attacks as personal and not in conformity with the party’s position and the state government.

Pentagon thwarts Obama's effort to close Guantanamo

WASHINGTON (Reuters) - In September, U.S. State Department officials invited a foreign delegation to the Guantanamo Bay detention center to persuade the group to take detainee Tariq Ba Odah to their country. If they succeeded, the transfer would mark a small step towardrealizing President Barack Obama's goal of closing the prison before he leaves office.The foreign officials told the administration they would first need to review Ba Odah's medicalrecords, according to U.S. officials with knowledge of the episode. The Yemeni has been on a hunger strike for seven years, dropping to 74 pounds from 148, and the foreign officials wanted to make sure they could care for him.For the next six weeks, Pentagon officials declined to release the records, citing patient privacy concerns, according to the U.S. officials. The delegation, from a country administration officials declined to identify, canceled its visit. After the administration promised to deliver the records, the delegation traveled to Guantanamo and appeared set to take the prisoner off U.S. hands, the officials said. The Pentagon again withheld Ba Odah's full medical file.Today, nearly 14 years since he was placed in the prison and five years since he was cleared for release by U.S. military, intelligence and diplomatic officials, Ba Odah remains in Guantanamo.In interviews with multiple current and former administration officials involved in the effort to close Guantanamo, Reuters found that the struggle over Ba Odah's medical records was part of a pattern. Since Obama took office in 2009, these people said, Pentagon officials have beenthrowing up bureaucratic obstacles to thwart the president's plan to close Guantanamo.Negotiating prisoner releases with the Pentagon was like "punching a pillow," said James Dobbins, the State Department special representative to Afghanistan and Pakistan from 2013 to 2014. Defense Department officials "would come to a meeting, they would not make a counter-argument," he said. "And then nothing would happen."Pentagon delays, he said, resulted in four Afghan detainees spending an additional four yearsin Guantanamo after being approved for transfer.In other cases, the transfers of six prisoners to Uruguay, five to Kazakhstan, one to Mauritania and one to Britain were delayed for months or years by Pentagon resistance or inaction, officials said.To slow prisoner transfers, Pentagon officials have refused to provide photographs, complete medical records and other basic documentation to foreign governments willing to take detainees, administration officials said. They have made it increasingly difficult for foreign delegations to visit Guantanamo, limited the time foreign officials can interview detainees andbarred delegations from spending the night at Guantanamo.Partly as a result of the Pentagon's maneuvers, it is increasingly doubtful that Obama will fulfill a pledge he made in the 2008 presidential election: to close the detention center at the U.S. Naval Base at Guantanamo Bay, Cuba. Obama criticized President George W. Bush for having set up the prison for foreigners seized in the "War on Terror" after the Sept. 11, 2001, attacks on the U.S., and then keeping them there for years without trial.When Obama took office, the prison held 242 detainees, down from a peak of about 680 in 2003. Today, with little more than a year remaining in his presidency, it still holds 107 detainees.Pentagon officials denied any intentional effort to slow transfers."No foreign government or U.S. department has ever notified the Department of Defense that transfer negotiations collapsed due to a lack of information or access provided by the Department of Defense," said Pentagon spokesman Gary Ross, a U.S. Navy commander.Myles Caggins, a White House spokesman, denied discord with the Pentagon. "We're all committed to the same goal: safely and responsibly closing the detention facility," Caggins said.Former Secretary of Defense Chuck Hagel said in an interview that it was natural for the Pentagon to be cautious on transfers that could result in detainees rejoining the fight against U.S forces. "Look at where most of the casualties have come from -- it's the military," Hagel said.The Pentagon's slow pace in approving transfers was a factor in President Obama's decision to remove Hagel in February, former administration officials said. And in September, amid continuing Pentagon delays, President Obama upbraided Defense Secretary Ashton Carter in a one-on-one meeting, according to administration officials briefed on the encounter.Since then, the Pentagon has been more cooperative. Administration officials said they expectto begin transferring at least 17 detainees to foreign countries in January.Military officials, however, continue to make transfers more difficult and protracted than necessary, administration officials said. In particular, they cite General John F. Kelly, in charge of the U.S. Southern Command, which includes Guantanamo. They said that Kelly, whose son was killed fighting the Taliban in Afghanistan, opposes the president's policy of closing Guantanamo, and that he and his command have created obstacles for visiting delegations.Kelly denied that he or his command has limited delegation visits. "Our staff works closely with the members of Naval Station Guantanamo Bay and Joint Task Force Guantanamo to support the visits of all foreign delegations," he said in a written statement, "and have never refused or curtailed one of these visits."Even if Obama manages to transfer all low-risk detainees to other countries, closing Guantanamo won't be easy. Several dozen prisoners considered too dangerous to release would have to be imprisoned in the U.S., a step Republicans in Congress adamantly oppose because, they say, it would endanger American lives.In a press conference earlier this month, Obama said he still hoped to strike a deal with Congress. He added, however, that he reserved the right to move the prisoners to the U.S. under his executive authority.The Bush administration faced no political opposition on transfers and was able to move 532 detainees out of Guantanamo over six years, 35 percent of whom returned to the fight, according to U.S. intelligence estimates. The Obama administration has been able to transfer 131 detainees over seven years, 10 percent of whom have returned to the fight.PRIORITY FROM THE STARTTwo days after Obama was sworn in as president in 2009, he signed an executive order mandating an immediate review of all 242 detainees then held in Guantanamo and requiring the closure of the detention center. A year later, a task force that included the Defense Department and U.S. intelligence agencies unanimously concluded that 156 detainees were low enough security threats to be transferred to foreign countries.Members of Congress, meanwhile, seized on reports that transferred detainees had returned to the fight to demand that Guantanamo remain open.Among those former detainees was Abdul Qayum Zakir, also known as "Mullah Zakir," who hid his identity from Guantanamo interrogators and became the Taliban's top military commander after his release. He was responsible for hundreds of American deaths after returning to Afghanistan, according to David Sedney, who served as deputy assistant secretary of defense for Afghanistan, Pakistan and Central Asia from 2009 to 2013.In late 2010, Congress passed a law requiring the secretary of defense to personally certify to Congress that a released detainee "cannot engage or re-engage in any terrorist activity."Detainee transfers out of Guantanamo slowed to a trickle. In 2011 and 2012, only a handful were released under an exception to the new law that allowed court-ordered releases to bypass the newly legislated requirements. By January 2013, the outlook was so bleak that theState Department shuttered the office tasked with handling the closure of Guantanamo.Michael Williams, the former State Department deputy envoy for closing Guantanamo, said that during that period, William Lietzau, deputy assistant secretary of defense for detainee policy, "was not supportive of a Guantanamo closure policy" and an obstacle to transfers inside the Pentagon.Lietzau, who left his job in 2013, denied obstructing transfers. He said in many cases, delays resulted from his concerns about the ability of foreign countries to monitor transferred detainees. "You have guys who are cleared for transfer, but there is no way to get the assurances, so what do you do then?" Lietzau said.In May 2013, President Obama unveiled a new push to close the prison. He appointed two new envoys, one at the Pentagon and one at the State Department, to oversee the prison's closure. One of their top priorities was to transfer as many prisoners as possible to countries willing to take them.The State Department then proposed that four low-risk Afghan detainees be transferred back to Afghanistan. The four men -- Khi Ali Gul, Shawali Khan, Abdul Ghani and Mohammed Zahir -- then ranged in age from their early 40s to their early 60s. All had been at Guantanamofor seven years but never formally charged with a crime, and all had been cleared for release by the interagency review board years earlier.In the case of Gul, State Department officials argued that he was almost certainly innocent."The consensus was that he had never had any contact with the insurgency or al Qaeda," said Dobbins. "I can say with confidence we have captured, detained and released thousands of people who have done worse things than these four."U.S. officials had offered in secret peace talks with the Taliban in 2012 to swap the four Afghans for captured American soldier Bowe Bergdahl. Taliban negotiators said they didn't want the four men because the four weren't senior Taliban members.Afterwards, State Department officials began referring to them as the "JV four" or "Junior Varsity four," for their seeming lack of importance to Taliban fighters.When the State Department added the four Afghans to a list of detainees prioritized for transferin the summer of 2013, Defense Department officials resisted. At a meeting at the Pentagon, a mid-level Defense Department official said transferring the four "might be the president's priority, but it's not the Pentagon's priority or the priority of the people in this building," according to current and former administration officials present at the meeting.With the White House's backing, the State Department moved forward. By spring 2014, the four Afghans were about to be sent home. Then, General Joseph Dunford, commander of U.S. forces in Afghanistan at the time, sent a memo to the State Department warning that the release of the four detainees would endanger his troops in Afghanistan.When State Department officials read Dunford's memo, they realized he was citing intelligenceabout a different group of Afghans who were more senior Taliban. State Department officials pointed out the error, but it was too late. The transfer was halted.Sedney, the former deputy defense secretary, said that there was broad resistance within the Pentagon to releasing the four Afghans because between 30 and 50 percent of the roughly 200 Afghan detainees repatriated by the Bush administration had rejoined the fight. The government of Afghan President Hamid Karzai often freed detainees as soon as they returned home, Sedney said.The four men were finally flown back to Afghanistan on Dec. 20, 2014 -- nearly five years afterthey were cleared for release. Since then, none have returned to the fight, according to U.S. intelligence officials.Gul declined a request for an interview. Zahir, now in his early 60s and one of the three Afghans considered low-level Taliban, works as a guard at a school in Kabul. In early 2014, Kazakhstan President Nursultan Nazarbayev offered to take as many as eight Guantanamo detainees. TheCentral Asian leader, eager for a counterweight to an increasingly assertive Russia, hoped to strengthen his relationship with Washington.Kazakhstani officials asked to send a delegation to Guantanamo for three days to videotape interviews with prisoners before deciding which ones to accept. Kazakhstani psychologists and intelligence experts wanted to study the interviews for signs of deception.According to multiple current and former administration officials, Pentagon officials forbade the delegation to videotape the interviews, nixed plans for a multiday visit, ordered detainee interviews shortened, and put new restrictive classifications on documents requested by the Kazakhstanis.Senior commanders at Joint Task Force Guantanamo -- the military unit responsible for administering the detention center -- said the visiting Kazakhstanis would be allowed one hour with each prisoner and one day at the detention center.Allowing taped interviews had been common practice with foreign delegations. This time, the Pentagon banned them on the grounds that the practice would violate the Geneva Conventions' prohibition on using prisoners of war for "public curiosity."After two weeks of failed talks, the Kazakhstanis said they were canceling the visit and wouldn't take any detainees. An alarmed White House intervened, ordering the Pentagon to compromise, according to current and former administration officials.The Kazakhstanis would be allowed two hours with each detainee, the Pentagon said, and would be allowed to stay one night at Guantanamo. They said the Kazakhstanis would not be allowed to bring recording equipment with them. Instead, the U.S. military agreed to videotape the interviews and provide the Kazakhstanis with copies of the tapes. The Kazakhstanis visited the prison.Six weeks later, the Kazakhstanis still hadn't received the videos. "They were calling us every couple of days, saying, 'Where are the videos?' " said an administration official.The White House ordered the Pentagon to hand over the videos. The Pentagon complied, and sent the videos to the State Department, but with a new classified designation on it,"Secret/NOFORN," which means it is illegal to share the material with a foreign country. Administration officials complained again. Days later, the video came back with a more lenient classification. The video was sent to the Kazakhstanis.Two days later, the Kazakhstanis called Washington. The videos had been processed to look as if it had been shot through dimpled glass. For the Kazakhstanis, who wanted to scrutinize detainees' body language and facial expressions, the videos were useless.For a third time, White House officials intervened to force the Pentagon to compromise. Finally, in December, nearly a year after the process began, the five prisoners were transferred to Kazakhstan.In private meetings, some Pentagon officials have been dismissive of Obama's policy. After the president publicly pledged early this year to respond to a five-year-old British request for the repatriation of British detainee Shaker Aamer, a senior Pentagon official mocked that vow at an interagency meeting on transfers."We will prioritize him -- right at the back of the line where he belongs," the Pentagon official said, according to an administration official present at the meeting. A senior NSC official snapped back: "That's not what the president meant." Aamer was transferred to Britain in October.In autumn this year, a foreign government was invited to Guantanamo to interview eight detainees for possible transfer -- a process that can take several days. General Kelly's command, which oversees Guantanamo, instituted a new policy, suddenly banning the delegation from spending the night at the detention center, according to administration officials. (Officials declined to identify countries involved in transfer negotiations out of concern that doing so would jeopardize the process.)As a result, the delegation was forced to commute 90 minutes by plane each morning and afternoon from Miami, adding tens of thousands of dollars in government plane bills to U.S. taxpayers. In December, the country decided to take no detainees.During another foreign delegation's visit to Guantanamo in autumn, Kelly's command further cut interview times with detainees, to as little as 45 minutes each, making it harder for foreign officials to assess potential transfers.Ba Odah, the hunger-striking detainee, is now in his late 30s. Multiple members of the National Security Council have intervened to demand that the Pentagon turn over his complete medical file. The Pentagon has held firm, citing patient privacy concerns.Ba Odah's lawyer, Omar Farah, said the Pentagon's justification is baseless."Invoking privacy concerns is a shameless, transparent excuse to mask [Pentagon] intransigence," Farah said. "Mr. Ba Odah has provided his full, informed consent to the release of his medical records."


Christmas time storms, tornadoes kill at least 43 in U.S.

DALLAS (Reuters) Storms hit the U.S. South, Southwest and Midwest over the Christmas holiday weekend, unleashing floods and tornadoes that killed at least 43 people, flattened buildings and snarled transportation for millions during a busy travel time.The bad weather, or the threat of it, prompted the governors of Missouri and New Mexico to declare a state of emergency for their states.Flash floods killed at least 13 people in Missouri and Illinois.In Missouri, emergency workers have evacuated residents from their homes and conducted dozens of water rescues, Governor Jay Nixon said on Sunday. Rouhani calls on Muslims to ‘correct image of Islam’ worldwide

Iran’s President Hassan Rouhani has called upon all Muslims to improve the image of Islam recently tarnished by Islamic State (IS, formerly ISIS/ISIL), which is associated with “killing, violence, whips, extortion and injustice.”"It is our greatest duty today to correct the image of Islam in world public opinion,"Rouhani said during a conference on Islamic unity in Tehran."We must remove Islam's negative image from today's cyber and real space."

At least 14 killed in Boko Haram Christmas day gun attack in Nigeria

At least 14 people were killed and several others injured by Boko Haram gunmen in a Christmas Day attack on a village in northeastern Nigeria, vigilantes said on Saturday.Attacking astride bicycles, the jihadists invaded Kimba village in flashpoint Borno state around10:00pm on Friday, opening fire on residents and torching their homes."The gunmen killed 14 people and burnt the whole village before they fled," Mustapha Karimbe, a civilian assisting the military in fighting Boko Haram, told AFP."Not a single house was spared in the arson," another vigilante, Musa Suleiman, said after visiting the razed village.Hundreds of Kimba residents fled to Biu nearby, where they were put up in a refugee camp already brimming with people running from Boko Haram.

Contrary to social media, Miss Colombia — Ariadna Gutierrez Arevalo — is not suing Steve Harvey for $5 million over his crowning her Miss Universe but later saying winner was Miss Philippines
“It is a hoax published on a website Celebtricity.com, which is known for generating huge traffic with fake reports.”

The false story says: “According to Miss Colombia, she plans to sue Steve Harvey for five million dollars because he wrongfully announced another contender as the winner for 2015 miss universe. That mistake has put distress in my life, and i don’t think I’m ever going to be the same person again.”

Whatever. The publicity value is worth far more. And she elevated her brand with a gracious comment on Instagram.

Video: Wiretapped calls reveal communication between Turkish officers and ISIS

Turkish officers on the Syrian border have communicated with Islamic State militants in Iraq and Syria, Turkey's Cumhuriyet daily reported, citing an investigation by the Ankara Chief Prosecutor's office which allegedly eavesdropped on their phone calls.

The wiretapping reportedly took place last year as part of an investigation into six missing Turkish citizens, the Cumhuriyet reported. The relatives of those missing believed they might have joined the ranks of Islamic State (IS, formerly ISIS/ISIL) militants. 

An investigation was launched into as many as 27 suspects, some of them in Syria, the report revealed.

The Chief Prosecutor's office reportedly received permission to wiretap the phones of 19 people who were thought to have put the six missing persons in touch with Islamic State. The investigation reportedly revealed that those who wanted to join IS ranks received some form of “ideological training.”

The file on the investigation is said to have been handed over to the Military Prosecutor's office in March, after the Ankara Prosecutor's office deemed the issue outside of its jurisdiction, according to the Turkish newspaper.

“Those [who joined ISIS] from Ankara often used [the] Elbeyli district [of Kilis] as a throughway by traveling via Gaziantep and Kilis to the village of Able, which is subordinated to Syria's Al-Bab district,” the report said, as cited by newspaper Today’s Zaman.


A note written in one of the transcripts for the wiretappings allegedly states that the person designated in the transcript as “X2” is considered to be a member of the military, the Cumhuriyet reported.

One of the conversations is said to be as follows:

--Yes, brother.
X2: We are on the mined land where I delivered the vehicle. We have put our lights on. [We have the] material on us; come here with your men from that side…

Ankara has recently faced a number of accusations alleging it has bought oil from IS and let terrorists freely pass through Turkey's border with Syria. A newly-leaked report on illegal oil sales by Islamic State, compiled at the request of Norway, revealed that most of the IS-smuggled oil has been destined for Turkey, where it is sold off at bargain low prices.

In early December, the Russian Defense Ministry also released evidence which it said shows most of the illegal oil trade by IS goes to Turkey. Ankara has denied the allegations.


Iraqi MP and former national security adviser, Mowaffak al Rubaie, told RT on Tuesday there is “mounting evidence” from all over the world, including Iraq, that “Turkey is playing not a very clean game,” when it comes to Islamic State.

“Turkish authorities need to do a lot more than what they are doing now to come clean from the accusations that they are siding [with], or at least that they are turning a blind eye to, the movement of these terrorists from Turkey to Syria and Iraq and vice versa,” the MP said.

‘Free Sheikh Zakzaky’ procession in Sokoto/ Katsina

Members of the Islamic Movement of Nigeria (IMN) on Thursday held procession in Sokoto and Kastina states.

They used the rally to call for the release of their leader, Sheikh Ibrahim El-Zakzaky, who is currently in Police custody.

He has been in detention after his Shi’ites members blocked the convoy of the Chief of Army Staff, Tukur Buratai, in Zaria.

The incident led to killing of scores of members, including IMN second-in-command, Muhammad Turi.
